Originally Posted by Anambra Movement View Post
Anambra Budget: Appropriation Committee Externally Manipulated, Says Ughamadu
A member of Anambra State House of Assembly, Dr. Ozo Ughammadu, has traced the genesis of the budget crisis in the state to external manipulation.

He said that the same people manipulating the Appropriation Committee were responsible for burning down government property in the state, including Government House in 2004, which the current governor, Peter Obi, had rebuilt.

Ughammadu, who made these comments during "Sunrise," a morning programme on Channels Television said that a politician actually directed the House to slash the budget after series of meetings in Abuja.

Describing the slashing of the budget as criminal, the lawmaker, said that what was even more condemnable was that those that did the slashing took care of their towns. He gave example with the Finance and Appropriation Committee chairman, Mbazulike Amaechi, who allocated 10 boreholes to his town while removing those of other towns.

He also frowned at the cutting of the N1 billion allocated for the development of Awka Capital Territory to N200 million and submitted that all in all, some members of the House in collaboration with the Abuja politician, were bent on just frustrating Obi. "If the House is sincere, why do they have to cut all sub-heads meant for infrastructural development, such as roads, education, health, environment, only to increase theirs from N284 million to N1.3 billion, about 600 per cent increase?" he asked.

He insisted that what the committee did was assuming the garb of a superman by presenting another budget rather than collating the reports of other committees, which was what they were supposed to do.

Answering questions on why the House could not solve the problem amicably, Ughamadu attributed it to the surreptitious move to pass the slashed budget as instructed by the Abuja-based politician without due process. He said the House was not even given the benefit of going through the report of the appropriation committee.

Justifying the N84.2 billion budget profile, he said that even the blind could see the marvelous work the governor of the state was doing, developing all sectors of the state simultaneously.

While granting the House the right to look at the budget, Ben Chuks Nwosu, who spoke as a concerned Anambrarian, said that the House was just playing bad and malicious politics with the budget.

He said that Anambra people wanted the budget to be passed so that Obi would sustain the tempo of work he was admirably doing and counselled the House that its job was not to make budget, but to monitor its implementation through oversight functions, adding that he was not surprised at what was happening in the House since election did not take place in the state and as such the members were not representing the people.
FOR THOSE THAT DIDN'T KNOW, THIS GUY (OZO UGHAMADU) WAS ONE OF THE TWO FORMER MEMBERS, WHO WERE PROMISED AUTOMATIC RETURN TICKETS WHEN THEY IMPEACHED MR PETER OBI THE LAST TIME.

HE HAS SEEN THE LIGHT...

Default Re: Is Peter Obi performing in Anambra?

OK Folks. Here's my understanding of Chidi Anyaeche's issue with Peter Obi's administration. Odenigbo, please feel free to correct me if I'm framing this wrong.

From Chidi's recent visit to Anambra State, he observed the following
  1. No Water in Onitsha: Onitsha, the principal town in the state is without pipe-borne water.
  2. Due Process and No sense of priority in constructing the Stock Exchange building, the Onitsha North Local Government Headquarters, and a mega-billion naira stadium complex
  3. Rot of Educational facilities such as library complex at Onitsha, Christ The King College, (CKC), Onitsha. Dennis Memorial Grammar School, DMGS, Onitsha, Queen of the Rosary College, QRC, Onitsha.
  4. Nnewi is abandoned
  5. Neglect of Roads, e.g Umuoji-Uke-Nnobi road, Nkwelle-Ezunaka by-pass and Awka Etiti-Ukpor-Isseke road to name a few. ANIDS, where are you?
  6. Government workers in Awka are unmotivated.
Then in “Anambra State: Facts behind the Rhetorics” Chidi Anyaeche used an article by Okey Maduforo from Daily Independent to corroborate his views from his visit.

Finally, in "The Anambra State Budget Saga", Chidi Anyaeche alleged that
  • Governor Obi wants to Blackmail and harangue the legislature into rubber-stamping his budget rather than negotiate.

As a way out for Governor Obi, Ikenna’s committee has met him halfway, they have re-packaged his budget and reduced his budget from 84 Billion Naira (which Chidi believe is impractical) to 50billion Nairal, but Governor Obi will not accept it and has resorted to cheap blackmail to get his way.
In my next post, I'll summarize Anambra Movement's response to each of these 7 issues and then highlight other tangetial issues brought up by A.M.

Here are the Anambra Movement(A.M.)'s responses to the 7 key issues raised. My own questions (for clarification) and unanswered questions are in blue.

Anambra Movement(A.M.), Please clarify
and address the issues in blue.

Odenigbo Chidi Anyaeche, Please clarify the issue with Nnewi as your article did not go into details of what abandonment really mean.

1. No Water in Onitsha: Onitsha, the principal town in the state is without pipe-borne water.
  • The reason why the taps are not yet running are:
    (1) The governor bought the equipments to revamp the corporation. The agreement with the contractors was that taps will start running by early January this year but enemies of progress went and stole all the new equipments.

    (2) The over 15,000 workers of Anambra state water corporation want to be paid back-salaries and the Govt has no money to pay them

2. Due Process and No sense of priority in constructing the Stock Exchange building, the Onitsha North Local Government Headquarters, and a mega-billion naira stadium complex
  • The Stadium: This contractor is one of the best indigenous contractors that execute contracts to a very high standard. The governor gave the contract to a Nigerian company with good reputation that will deliver 100% of the project as standard.
  • On the stock exchange building, The building is a government shopping plaza. Please the stock exchange is just one of many buildings which will be rented to banks, foreign and federal government agencies and other highly placed businesses.
  • Government secretariates
Mr. Peter Obi has built local government secretariat in both Onitsha north and south, Dunukofia, Njikoka with plans for other local government without one. A move that will enhance productivity and easy monitoring of government agencies
(Big-K’s comment: A.M. Chidi acknowledged these developments in his write-up. Question is – was due process followed?)

3. Rot of Educational facilities such as library complex at Onitsha, Christ The King College, (CKC), Onitsha. Dennis Memorial Grammar School, DMGS, Onitsha, Queen of the Rosary College, QRC, Onitsha.
  • All the labs (physics, chemistry, biology) in Anambra state secondary schools are fully furnished with new it labs as well.
  • Most schools I went to (ckc, qrc,) had borehole for constant water supply. The state is working on providing boreholes in all schools in Anambra with over 50% work done.

4. Nnewi is abandoned
(Big-K’s comment: Chidi we need you to be more specific. What exactly does "abandoned" mean?)

5. Neglect of Roads, e.g Umuoji-Uke-Nnobi road, Nkwelle-Ezunaka by-pass and Awka Etiti-Ukpor-Isseke road to name a few.
  • His Excellency has constructed all major roads in Onitsha, Nnewi and Awka. The commercial hubs of the state. Example includes: Ugwunabankpa road to Iweka (0ver 20 km), Awka road to main market Onitsha, Oguta road, e.t.c.
  • 90% of the major roads in Onitsha has been reconstructed.
  • 90% of all roads in Anambra state are tarred. No community has been left out of this development.
  • Additionally he has constructed the Mbakwu bridge that hasn't been touched in over 40 years

(Big-K’s comment: A.M. How about Umuoji-Uke-Nnobi road, Nkwelle-Ezunaka by-pass and Awka Etiti-Ukpor-Isseke roads?)

6. Government workers in Awka are unmotivated.
  • Pensioners and civil servants : Anambra state civil servant both old and present does not have to wait in the bank for their salaries. They are treated like VIP in the banks on their pay day. First in history
7. Governor Obi wants to Blackmail and harangue the legislature into rubber-stamping his budget rather than negotiate.

(Big-K’s comment: A.M. please address this issue)
_____________
Other Achievements (highlighted by A.M.)

  • Health: Anambra state has clean functioning ambulance, clean wards, fully equipped general hospitals, cancer screening laboratory in Anambra state. All the nursing schools in Anambra state has been accredited.so gone are the days of producing incompetent nurses.
  • Security: For the 2 weeks I was in Nigeria, I didn't hear a single gunshot. And the federal government has confirmed Anambra state as the most peaceful state in Nigeria.
  • Transport: TRACAS is doing great
  • Police Aid: Obi went into a finance scheme to aid policemen and women with brand new ford trucks.

QUESTION 1:
THE RECORD CONFIRMED THAT DUE PROCESS WAS FOLLOWED.

CHIDI AND OTHER VILLAGERS, PLEASE CAN YOU GO OR SEND SOMEONE TO ONITSHA LIBRARY COMPLEX AND SHOW US THE PICTURE. ONITSHA LIBRARY COMPLEX IS 100% BETTER THAN STREATHAM COUNCIL LIBRARY AND MOST LONDON BOROUGH.

QUESTION 2:
THE NKWERE BYPASS HAS BEEN COMPLETED AS THAT WAS THE WAY MY PEOPLE FOLLOWED TO MY VILLAGE FOR THE EASTER CELEBRATION. IT HAS BEEN COMPLETED.THIS IS FRESH FACTS.

QUESTION 3:
EVERY GOAT, CHICKEN, EVEN THE BLIND KNOW WHO IS BLACKMAILING WHO. THE BLACKMAIL IS FOR PETER OBI TO REFUSE, AND VETO THEIR PROPOSAL SO THEY WILL HAVE GROUND TO IMPEACH HIM.

CHIDI, LET ME TEACH YOU ECONOMICS. THE HIGHEST SYSTEM OF GOVERNMENT CORRUPTION IS UNDERBUDGETING. THAT WAY, NOBODY WILL KNOW THE ACTUAL MONEY SPENT IN AN ADMINISTRATION. WHAT IS WRONG WITH SAVING MONEY BECAUSE THAT WAS THE REASON THESE FOOLS WANTS TO SLASH THE BUDGET. WITH A HIGH BUDGET, THE COST OF THE ADMINISTRATION WILL BE CONTROLLED AND THERE WILL BE NO NEED FOR SUPPLEMENTARY BUDGET.

WHAT DO THE VILLAGER AND CHIDI ANYAECHE THINK ABOUT THIS PART OF THE BUDGET???????
"He also frowned at the cutting of the N1 billion allocated for the development of Awka Capital Territory to N200 million and submitted that all in all, some members of the House in collaboration with the Abuja politician, were bent on just frustrating Obi. On the progress report of last month. Most of the road contracts you mentioned have either been completed or have exceeded 50% execution target.

The problem with the delay is that some ENEMIES OF PROGRESS instigation actions against the contractors i.e. they start claiming that their land is this, harrassing the contractors. It is funny HOW LOW THIS PEOPLE stoop.

Mr Peter Obi does not abandon projects. To enhance transparency and quality performance, he has urged the communities to monitor the projects in their areas and report to him if they are satisfied.

the general equation is this:

DELAYED BUDGET/REDUCED BUDGET = INADEQUATE GOVERMENT FUND = UNCOMPLETED PROJECTS = LOW PERFORMANCE OF MR PETER OBI = ROOM FOR ANDY UBA

But the whole equation is wrong, Everybody in the state know their gameplan.

Once again many thanks for your time and effort but like I wrote earlier; I do not have the time to debate with AM right now. When I had the time for them, they shied away. Besides some of their responses are ridiculous, so ridiculous that I cannot reduce myself to their level like 90% of roads in Anambra tarred and water corporation with 15,000 workers when the entire government work-force is about 12,000.

Remain blessed

CHIDI ANYAECHE, THAT IS THE REASON THE TAPS ARE NOT RUNNING BECAUSE EVERYBODY IS A STAFF OF ANAMBRA WATER CORPORATION, THANKS TO MBADINUJU.

YOU OF ALL PEOPLE SHOULD KNOW THAT WORK CAN'T COMMENCE IF THE ENVIRONMENT IS NOT CONDUSIVE. MR PETER OBI IS TRYING TO IDENTIFY THE REAL STAFF AND SEE IF THEY CAN COME TO AN AGREEMENT.

HE CANNOT PAY STAFF THAT DIDN'T WORK FOR THE PAST 6 YEARS THEIR SALARIES. THAT CAN'T BE DONE. MR PETER OBI IS SO FAR THE BEST WE VE GOT COMPARED TO MR ANDY UBA.

Dear Villagers, I Guess I Ve Won.

Please Modulator, Do You Job And ...you Know.

My Governor, I Hail You......

BOY, I AM GOOD. CHIDI, YOU DIDN'T EVEN REPLY MY QUESTION ABOUT WHAT YOU THINK ABOUT THE BUDGET ISSUE RAISED BY AN EXPERIENCED HONOURABLE MEMBER OF ANAMBRA STATE HOUSE OF ASSEMBLY, WHO CAN'T BE MANIPULATED BY MR ANDY UBA

OR

Anamabra Movement I thank you for coming to this debate and trashing Odenigbo hands down. Big K will award you the fight definitely. From all we can see, Odenigbo has chickened out. He thought you ran away initially not knowing you went to gather your Arsenal. Now those of us who are not from Anambara know the truth about Anambara State and we won’t be deceived again either by Odenigbo’s diatribe or Ikenna’s unfortunate attack on Mr. Peter Obi. Next time I see these guys talking rubbish about Governor Obi, I will get them their medication which is ANAMBARA MOVEMENT so they will be quiet.

LONG LIVE HIS EXCELLENCY (Peter Obi)
LONG LIVE ANAMBARA STATE
LONG LIVE NVS

I have been wondering why Chidi has failed to see any thing positive about the efforts of Mr Obi until i bumped into an article written in 2006 by Chidi. My brothers, this is a case of deep animosity against Obi, it is now clear to me that Chidi will never see any good in Obi's effort. It speaks volume that when Anambrararians and Nigerians were condeming the impeachement saga, Chidi was celebrating. One is entitled to hate whomever he chose to, but trying to make others toe that line of reasoning is infantile. See his article below.

PETER OBI: EXIT OF THE ORANGE JUICE GOVERNOR
Politics in its true sense and practice is a profession as in medicine, law, engineering and other professions. Therein lies the phrase a politician: a professional ploughing his trade in the art of governance. In politically mature countries there are professional politicians - individuals who had made a career, a living in the art of governance.
Think about USA with the likes of Edward Kennedy, Bill Clinton and John Kerry to name a few. Think about UK with politicians like Winston Churchill, Margaret Thatcher and Tony Blair. Think about great African politicians like Oginga Odinga, Patrice Lumumba, Silvanio Olympio, Kwame Nkrumah and Abdul Nasser. And in Nigeria remember the likes of Nnamdi Azikiwe, Obafemi Awolowo, Ahmadu Bello and Aminu Kano. As recent as second republic Nigeria, there were the likes of Jaja Wachukwu, the NPP senate leader, Jonathan Odebiyi, the UPN senate leader, Olusola Saraki, the PDP senate leader. These were professional politicians, career politicians, individuals who paraded the streets, nukes and corners of politics and successfully to some extent.
In Africa in general and Nigeria in particular, the plethora of military coup de etats took its toll on party politics and by default on career politicians. The political profession and professionals became disjointed, interrupted and virtually wiped out. With the return of democracy and party politics in Nigeria, a political-career vacuum surfaced and nature abhors a vacuum. This vacuum then threw in all manner of individuals into politics: illiterates, 419'ners, the unemployed, the unemployable, touts, native doctors, and traders. The later group is where Peter Obi belongs.
Peter Obi's main career was an importer of commodities, mostly orange juice and claims to have made a decent living out of it. He never had any expertise in administration, he lacked a structured career experience, he does not understand how big organisations and indeed government business are carried out. His expertise is in buying and selling, dealing with unregulated Asian traders in the UK, dealing with clearing agents at Apapa and Tin Can Island Wharf's, negotiating with Customs officers, organising IDR's, arranging container freight trucks and warehouses. He parades CV's showing stints at 'Harvard and other universities', what this had to do with importing orange juice into Nigeria, only he can tell.
Around year 2001, the Obasanjo administration as part of their economic measures to promote local industries, to create jobs, to conserve scarce foreign currency prohibited the importation of some commodities like orange juices, biscuits, clothes etc. This import prohibition measure had immediate impact on importers and traders - overnight their trade took a big nosedive and they had to resort to other measures to survive. The smart ones amongst them went into some sort of local manufacturing, others diversified into other businesses and some capitalised on the political-career vacuum that is now in existence in Nigeria and dabbled into party politics. The later group is where Peter Obi belongs.
There is nothing wrong with one venturing into party politics irrespective of academic and professional background. Politics is not an exclusive reserve of a group or profession. But one needs to know his limit, his capability, his experience, his sincerity, his honesty and integrity before aspiring into positions. One can play politics behind the scenes, one can be a power broker without seeking high office. There are many ways to kill a dog.
But in Nigeria there is "an anything that goes" mentality. People just assume that they can be anything or do anything, just like that, without learning the trade, without doing a pupilage, an educated illiterate psychology. A nurse thinks he is a medical doctor, an architectural draughtsperson thinks he is an architect, a primary school teacher assumes he is a university professor, a native doctor believes he is a surgeon, an importer of orange juice believes he can be the chief executive of a state just like that. This later group is where Peter Obi belongs.
If an importer of orange juice wants to venture into party politics, into elective position, the correct way to do it should be to learn the art of governance, the art of administration and management from first principles. The correct way to do it is to probably start initially as a local government councillor and work your way up. This way you should know whether you are equipped to lead physically, cerebrally, innocently or otherwise. This way you should identify where and what you are good at politically and perch there. In countries with sound political structures like US, UK, India, we find great politicians who remain as senators, as congressmen or other roles without aspiring to be Presidents for they know their strengths and weaknesses and just do what they are best at doing. We have the Senator Jonathan Lederman's and the Colin Powell's in the US, in the UK, we have the likes of the late Robin Cook and Jack Straw and in India, there is Sonia Gandhi. But in Nigeria, any thing goes. That is why an importer of orange juice whose business was threatened will with one fell swoop want to be and actually becomes a governor or even a President. That is why in Nigeria nothing works.
But it is one thing to get into an office without learning the trade and another thing to meet the challenges of the job you are ill-equipped from onset to do. That is why Peter Obi, the orange juice trader failed woefully as governor of Anambra state. The challenges of the job were way beyond his comprehension. He was cerebrally challenged to strut his stuff as the chief executive of Anambra state. He could not get his act together, the office was simply too big for him. He lost his marble and resorted to what he knew best: deals. For deals are the way traders conduct their businesses in Nigeria and that was why he was impeached only seven months into office.
Peter Obi came, saw but was conquered by the challenges of the office of a state governor. The immediate transition from orange juice trader to statesman was just too much for him. That was his downfall and nothing more.

Hi Everyone,

I read a comment on this thread saying that John Mikel obi is from Anambra State and grew up in Anambra. I was of the opinion he was from Imo State and grew up in Jos, Plateau state.

Can anyone please verify the above two sets of info so I / we can know which one is correct? If yes, please include the town in Anambra or Imo Mikel comes from. Thanks.
