Your right in your assessment of the CBN chief Mr Soludo's comments about the poor quality of most Nigerian graduates, but the lecturers too must take some blame for not structuring their courses properly and getting their students to think outside the box. Whilst I understand funding is necessary the goverment has to play its part too.
The vision 20-2020 is a grand idea but without strong and consistent funding and encouragement of local content vision 20-2020 will remain a pipe dream.
If you look at the G8 countries you will see that many have very little natural resources but invest and nurture their INTELLECTUAL CAPITAL. The question all Nigerians must answer is "How much can we do to help realize this vision 20-2020".
