Sometimes people have no choice than to zero a problem to a region.When the problem spreads, they have no choice than to retrace their steps and adopt a wholistic approach. It is the ruling class tactics to zero problems to divide the people and in most cases, the people fall for the bait. Check history, especially from 1966, and see how the ruling cabal have been zero-ing social problems. Effectively!
